Build from the Blueprint
Last year the City adopted the “All Together Altoona” comprehensive plan. It is the collective dream for the City of Altoona. Within it are many policies and ideas Saylor believes we should implement. Dedicate resources for expedient blight demolition to create space for new development, make investments now to help grow the tax base, invest in our workers, form strategic partnerships for targeted investment, and promote a thriving downtown.

Improve Public Spaces
Recent data shows we are failing to invest in our streets and public spaces. Over a 5 year period the median U.S. city with a similar population spends nearly 1.9 million dollars more than the city currently does. Saylor believes we must continue to not only invest in parks and recreation but with continued development have future areas designated for the formation of lush green spaces. Although housing is a priority, a balance must be struck between public and commercial/residential development. In addition Saylor believes we must be proactive in providing basic public amenities such as benches, sidewalks, and garbage cans. To improve the pedestrian experience and streets the city can be proud of.

Transparent & Engaging Government
Transparency promotes accountability, Saylor is someone who does not shy away from difficult conversations. In fact, he encourages them. Better understanding leads to stronger decision making and generally better outcomes for all parties involved. He advocates for a government that doesn’t just simply make decisions but proactively offers opportunities for community input. Citizens shouldn’t have to wait for the Altoona Mirror to publish a story to hear what their city officials are doing. Saylor wants to implement modern day social media policy that meets the people where they are. That not only communicates what the city is doing but educates its citizens, elevates community leaders, and makes records available prior to meetings.

Creating a Culture that Attracts & Retains young People
The central priority of the comprehensive plan is the attraction and retention of young people. If the city wants to be competitive it will need a young developing workforce provided with ample opportunities to fulfill their lives at all levels. Saylor believes to do this the City must be proactive in engaging this demographic in its future plans and encourage a diverse group of events, industries, and communities to want to build here.

BACKGROUND
Meet
Devin Saylor
Devin Saylor is no stranger to adversity. He moved to Altoona from the Cove Area during the height of the pandemic. He went from being homeless, to sleeping on the floor of the Gable’s Building, to becoming one of the most active public figures in the city. Serving on the committees of local non-profits, assisting businesses with his skills in digital media, and finding innumerable ways to give back to the people in the place he calls home.
At the start of 2023 Saylor became the youngest person in city’s history to be appointed to the Altoona City Planning Commission. A Commission that oversees the approval of commercial land development, blight demolition, and subdivisions in line with the city’s comprehensive plan. Later that same year he would go on to found the Redd Up Altoona Foundation a Non-Profit Organization dedicated to inspiring friends, family, and neighbors to be the change they want to see in their communities by working to improve public spaces.
Saylor has 10 years experience in Digital Media Marketing and is currently working for the Blair County Assessment Office to maintain the fair market value assessments of properties across 9 municipalities for ad valorem taxation purposes.
The city's recently adopted comprehensive plan known as “All Together Altoona” has a central priority. That priority is the attraction and retention of young people to the city. Saylor believes the best way to do this isn’t to just make Altoona a place you can move to, but a place where people want to live.
Saylor’s decade of experience in content marketing, knowledge of property assessment, connection to his community, civic involvement and commitment to leading by example makes him a leading candidate for a modern Altoona City Council.

Can I Vote for you?In order to vote for Mr. Saylor, check where you pay taxes. If it's The City of Altoona, then you are able to vote in the Altoona City Council Race. It is possible to have an "Altoona Address" and be ineligible to vote in this race. You must live within these lines:
